File Download Securty Warning, how to disable this anoying feature

every time I open any file or program, I get this warning box that states: FILE DOWNLOAD SECURITY WARNING.
DO YOU WANT TO OPEN THIS FILE.
I get this message every time I try to open a program on my computer, and it is getting frustrating. This never happened before, and I believe windows update was the reason it got installed. Also, I don't get a box that will allow me to don't show this again that I can check.
I have tried changing the Internet options and custom level and Enable (not sure) Launching applications and unsafe files but that did not work, and the warning box keeps popping up.
I hope someone has a fix for this.

Click your Start Button, then just type inetcpl.cpl and press Enter.

On the resulting dialog, on the Security tab, click 'Custom Level'.

In the resulting list find 'Launching applications and unsafe files'

Set that to Enable (not secure)

Save that setting and close the dialog, then restart (not shut down) your PC.

Bear in mind that if you are downloading executable files, even from reputable or trusted sources, they could still contain malware.

Thanks for trying but I'm still getting the popup box with the warning message.
I even tried changing the local internet, Trusted internet and restricted sites to the same level and I still get the warning, whatever I tried nothing works.

Also when the warning box pops up It does not have the always ask before opening check box. There is no check box to check or uncheck.

Does the warning dialog box look like the one in the article from link I posted? If not, are you running any antimalware or antivirus software besides the default Microsoft software, and, if yes, which software are you using?

Also note that if I were downloading software from sources other than well known vendors, I would be scanning it using antivirus software and Malwarebytes before considering running it. Even then, I might make a system image backup first or run it on a sandboxed system or virtual machine.

I'm missing the check box "Always ask before opening this file" I run windows Defender, PC Matic, and Malwarebytes all the paid versions. Every time this pops up and I click open my program will open. I would like the box to go away and when I open a program that box doesn't pop up.
Example: I open my banking; the popup box comes up. I open the flowing programs and the popup box comes up. The RGE or electric bill site, My Kwik fill web site, even this website VD, Basically all my social media sites, this never happened a few months ago now it's becoming a pein in the you know where. I believe this started when windows did an update.

OK, it sounds like you are getting the warning dialog when opening a web browser and/or a specific web site. TO diagnose this issue we will need some additional information:

1. What web browser(s) are you using to access this and other web sites?
2. Do you have any add-ons or extensions installed for the web browser(s) that you are using? If yes, which ones?
3. Have you tried accessing the VirtualDR web site using a different web browser that your default web browser? If not, you may want to try downloading Firefox (there is a portable version that does not require installation, if you want to use that), and then try accessing the VirtualDr web site using the alternate web browser.
4. I am assuming that included Windows programs do not cause the warning dialog to appear. To verify this, you could start the Calculator program, or Notepad from the Start menu to see if you are getting the warning dialog on those programs.

Post back the results of the test in item 4 and the answers to the questions. Those will help us to determine what might be causing the issue.

I have tried all the browsers from Edge, Opera, Firefox and even DuckduckGo and Chrome they all do it.
and Yes, it only pops when I click a link to the website. Windows programs like notepad, calc, are OK.
The box pops up when I open Amazon, Walmart, and even this site. As for the add-ons I don't see any that would effect every browser.

OK, more questions.

Where are the links to the web sites located that you are clicking on?
Are they on another web page already displayed in a web browser?
Are they in a document file (like a Word document)?

Do you get the warning message when you simply open a web browser window and it displays whatever you have set as your start page?
If no, what happens if you simply type https://www.amazon.com into the address box and press Enter?

Note:

There are settings for this warning message by file type, but Microsoft has made accessing them very difficult to prevent users from modifying them.

If you have somehow added this warning message to .htm or .html or .aspx or other web file types, that could explain why you are getting the warning message on all web browsers. This should not normally be possible, but if it has happened, there are ways to reset it.
