Exactly what it has to offer, as well as the cost, will depend on which version. As it stands right now, Microsoft will be selling nine different versions of Windows Vista.
Four in the "Home" category1) Windows Vista Starter Edition
2) Windows Vista Home Basic Edition
3) Windows Vista Home Premium Edition
4) Windows Vista Ultimate Edition
Three in the "Business" category5) Windows Vista Small Business Edition
6) Windows Vista Professional Edition
7) Windows Vista Enterprise Edition
And two in the "Europe only" category8) Windows Vista Home N Edition
9) Windows Vista Professional N Edition
Note: In order to meet the requirements of an antitrust ruling in the European market, the Windows Vista N Editions -- Home Edition N and Professional Edition N -- will mirror the Home Basic and Professional Editions of Windows Vista, respectively, but will not include Windows Media Player and other media-related functionality.
For the details of what is, and is not included in each version, see the following excellent and detailed article:

The "minimum specification" will vary according to the version.
