Hey A31Chris,
I inserted the AOL CDROM disc and tried your suggestion.
I navigated to the MSIE55.EXE file on the AOL CDROM disc and double clicked it.
The AOL Window with the IE 5.5 setup program started running.
Then the message below was shown:
The Windows Update: Internet Explorer and Internet Tools files on your computer are not the correct files for your operating system. Setup will now download the correct files from the internet. Do you want to continue?
After clicking no and restarting, a subsequent visit to the Microsoft Knowledge Base site for a search revealed this link below which is a similar message and problem.

Apparently, the IE 5.5 setup program included on the AOL CD assumes I have Windows ME installed. I have 95 installed. Now what?

Try evolt again ?
Use a download manager if you don't want to download the whole file at once ..
Don't use the standalone section obviously , those files are for people who need to test out several versions of IE on the same computer for web design etc

I think you have went to the wrong folder because there is one specifically for ME. Lemme open up the AOL CD and see. I'll attach jpeg of the directory.
This is what it should look like after you tell it to 'show all files' through view->options->show all files on toolbar and you have went to the right directory on the disk. A lot of the folder are hidden on the AOL CD's so you have to temporarily tell it to 'show all files' so you can see what's really on there. This is off an older 8.0 CD but I think the 9.0 CD's still have the 7.0 folder in them. However, this IE 5.5 for 95 install of the AOL CD is only a barebones 5.5 with sp0. (i.e...no service pack, no pun intended.)
The AOL Cd's also have the Java VM install program for IE so you don't have to download it. However, it is the older, buggy version with the byte verifier vulnerability in it. Unless in the 9.0 CD's they have included a newer version of Java VM for IE. I dunno.
If you have any Juno CD's and explore the hidden files, you'll find they have the Winsock 2.0 update for 95 as well as other hidden tidbits on their disk. 
Here also is another option you can try for IE 5.5 with sp2 for 95.

IE 5.5 is intended to run on Windows 95. It is the latest version compatible with 95. I don't why people have the impression it is otherwise. There is also a SPECIFIC version of 5.5 for ME that does not run on 95.(This specific version probably amounts to nothing more than the installer detecting 95 then refusing to install.) Whether or not M$ has even stopped having the 95 version available for download is another thing.
