    Question Notebook Hard Drive swap

I had a Sotec 820 notebook that went bad and I would like to know if I purchase a new notebook will I be able to place my old HD into it so I won't lose any data

The drive is full over driver info for the old computer. More than likely, windows will choke all over itself when you try to boot up.

There are converters under ten dollars that would allow you to slave it in a desktop pc. Or for about thirty dollars you could get an external enclousre to store it in and connect via a USB port.
If you're happy and you know it......it's your meds.

What would be the best way, program etc., to save data to an external device...

You can't save programs since they make many entries to the registry and copy files to the Windows folder(s).

All other info can be copied and pasted.
