Here is the Windows 95 update site. Unfortunately, The download link for IE (and OE) is for IE 6.0 SP1, which is not supported on Windows 95 per requirements found at this site. All the sites I found after googling windows 95 redirected to windows update. Basically, it seems you have 3 choices if you want to upgrade Outlook Express. Upgrade to Windows 98SE, which I found auctions for at Ebay. Track down an ISP (other than AOL or Compuserve!!) software cd, that has version IE and OE 5.0 or preferably 5.5, which you can explore and manually install after finding msie5setup.exe. I was going to recommend trying Mozilla Thunderbird for email, along with Firefox. Neither of those are supported on Windows 95 either. Ditto Eudora. So, it seems you are between a rock and a hard place, where the only practical solution may be to upgrade to Windows 98SE. So, I guess you gotta ask yourself if the machine is worthy of the cash required to upgrade to 98SE. If not, now may be the time to seriously consider acquiring or building a new system. This may be the most longterm cost effective solution, unfortunately it is also the most expensive. Don't know if this helps, but my 2 cents worth.
