XP appears to 'double-up' because it keeps separate areas for each user -- you don't necessarily want your co-workers to be able to look through your temp files and Internet history.

Temporary Internet Files are best cleared through IE -- Tools | Internet Options | Delete Files. Stuff in the Temp directory should be safe to delete if it's not currently in use, but you might want to do it straight after a reboot anyway.
Safe computing is a habit, not a toolkit.

Go get Toni Art's Easy Cleaner: http://personal.inet.fi/business/toniarts/dwnloads.htm
I've trusted it finding temp(and other)files that it can delete for quite some time with no problems. Only function you need to be careful with is the 'duplicate files'. If you don't know exactly what your deleting there, you can be in trouble...
    Stupid question? No such thing!
