In XP, often you cannot synch the XP password with the Netware password automatically-- XP will cite that there were "...no Netware NDS trees detected."1
You will have to issue a Ctrl-Alt-Del, Change Password, then, after the machine password has been changed (and the error messages concerning NDS trees and the need to run SETPASS2 have been displayed), run setpass from the SYS/PUBLIC directory to set your Netware password.
Note that when XP says it is unable to perform the password change operation, it means it cannot perform it across the network. It does succeed in changing the password on the machine itself.
However, if that last machine is also part of a domain, ensure the password you're trying to use on that machine conforms to the password policy set by the Domain Administrator.

"No NetWare NDS trees were detected. Unable to perform change password operation."
2
"You may need to change your password seperately on NetWare 2.x and 3.x Servers that are not a part of a password synchronization scheme. Use setpass (located in the system/public directory to do this."
