I would try this but I can't, I get a system critical error message and then a blue screen crash failure notice.

I can get it to run in safe mode but there are certain tasks I can not perform there.
Below are blue screen messages I have received:
An exception OE has occurred at 0028:C1460AAD in VxD this was called from 0028:C143A2A5 in VxD VTD (01) + 00000185. It may be possible to continue normally.

The only external device connected to computer is the video card, I did a fresh and a over install with the same results. Is it possible for a hardware device to cause my problem... If so what could it be?
Newest problem displays:
Both Rundll & Grpconv
This program has performed an illegal operation and will shut down,

I did mean the monitor. The computer is old and was brought to me by a friend to see if I could get it working for him so he could learn some basics and surf the web. I did put a different hard drive in it and I did have to reseat the video card to get it to work! Other then that I have tried to install win 98SE. I can not make the memory test disk because my notebook does not have a floppy drive. Cost is a factor for my friend so I am trying everything first before making any major purchases, if needed!
If what you suggest is possibly wrong with his PC why will it boot in safe mode? I appreciate all the help

I had to replace the Mother Board to fix the problem, I was able to find a good pulled board. Made this decision after trying everything suggested. Many thanks to all for your help
