Win98 Start Command

Having not used win98 for several years, and not having a puter running it anymore, I forgot how to fix a problem a friend of mine has come up with. He is unable to access the Start command on his puter. It just doesn't show up on the desktop. I beleive he has a messed up file or whatever that is keeping this from showing up, but iI can't remember how to get him to the spot to run File checker to check his files etc. Any help would be appreciated.

At the dos prompt type
windows\system\sfc.exe....there you will be able to reinstall a file or check for corrupt ones
