The entire primary DOS partition must reside within the first 1024 cylinders of the drive. The DR-DOS FDISK may allow you to create partitions and size them according to their cylinder size, not just by MB.
Additionally, you will need to fdisk the drive and set the primary DOS partition to FAT12 or FAT16. (FAT12 will be a bit small, just under 16MB or less. Not extremely useful.)
For the most part, you'll only be able to access FAT12/16 volumes when booted to DR- or MS-DOS.
