DUN error 678

Im battling a problem connecting to any IP for a client
Consistently get Error 678 - The computer you are dialing into is not answering. It does dial & it does handshake.
She has a Conextant 56k Softmodem
All is fine in Device manager & the modem passes diags
I tried this on multiple IP's including my own which typically works fine
The phone number is correct as well as the settings in the connectoid & the networking applet
I have uninstalled & reinstalled DUN & the TCP/IP protocol.
Tried a new wall jack
Tried new phone cable
Plugged the modem straight into the wall bypassing the surge supressor
Did a selective startup (98) & didnt load the startup group applets
I suspect phone lines or modem.
Any thoughts?

It's probably an HCF model,(similar to PcTel HSP's).

This probably is not your problem, but thought I'd mention it anyway. Recently ran across the same problem, with the same error, with a friends daughters computer, dialing out of a college dorm room. Long story shortened, ended up having to add a 9 ahead of the dial-up number to get off campus.

I have had that problem ever since I uninstalled NetMedic. There's one registry key that, if deleted, gives me that message everytime I try to connect. As it took me three nights to get my modem installed without conflicting with my sound/video cards and I can't remember the whole procedure, I just end up putting that key back in there and letting it be.
The filename reference is:
C:\...\VitalSoft\Net.Medic\data\modemlog.txt
at
HK_L_M\Systen\CurrentControlSet\Services\Class\Modem\0000

If I ever delete that key that is when I get the error 678.
