Hi...that's a strange one. Windows won't let you create a folder with a colon in the name:
As for the Spanish style ~ over the N
The _ between the N and the : looks like Alt+255 was used in DOS to create it.
Is it listed if you type dir at the C:\>Windows\Desktop prompt?
Do you have Spanish fonts on your system?
Have a look at the following location in your registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\explorer\Desktop\NameSpace
Is it listed under there? If so, delete the key.
If it's visible in DOS, I can't see any way to get rid of it.
What happens when you right-click on it? Any Properties?

More questions:
Can you remember how you created it?
Have you run a full virus check with the latest updates recently?

You might try running Thorough Scandisk and see if it snags this folder as being corrupted.
If you're happy and you know it......it's your meds.

Have you tried deleting it from c:\windows\desktop. Also, is this a shortcut to a folder or an actual folder on the desktop?

1)I haven't checked thr DIR in Dos will do that
2)spanish fonts ?its possible ,but my system is set up for english only
3)here is the only key listed ,not sure what it is so I don't want to delete it.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\explorer\Desktop\NameSpace\{645FF040-5081-101B-9F08-00AA002F954E}
4)No Properties listed.
5) it was created when I tried to rename a new folder ,not sure why but it went screwy.
6)virus checked daily definitions updated weekly.Norton and InoculateIT PE
7)I've run Norton Disk doctor and speed disk with no change.
8)I've tried deleting it through explorer and yes it is an actual folder within a folder ,but I can't delete the TOP folder either because of the screwy one.
Going to try the Dos DIR thing and maybe try deleting it in Safe mode .

from dos prompt (once in Desktop directory - i figured you can get there because you said you could see it), type:
rd space newfol~1enter
folder will be gone!
EDIT
Just re-read something, is the N folder inside the "New Folder" or are they one and the same?

Use the deltree command at tha C:\Windows\Desktop> prompt (after restarting in DOS mode) -
deltree newfol~1
That will delete the new folder and it's contents.
Take Steve's advice and run a thorough scandisk afterwards.
