    The Son Of Registry Entries

Over in Registry Entries I saw part of my question answered, but am wondering how I can load the entire user's registry, rather than just a subsection. And just how much of the registry is shared between common machine and local user. In better words, I want to be able to prevent certain user groups from being able to download certain file types, just have 'their' machine barf on the attempt. I've already put every user into Restricted, except for my three admin accounts. Also, it is possible to tweak or access the registry(s) from a Win98 console? Or is that restricted to Win2k?

And another question, I got 14 users on the machine in question, and now I need to patch each user's profile for a new purpose, do I have to load up (or login as) each user to do this?
Specifics: Need to turn off all windows sounds because the output will be put into a slot on my broadcast board so users can play back sound clips, would be kinda funky to hear 'Ding' over the airways.
Yeah, I know, some of you'all would think that'd be neat, but that's why you're not in radio.
