WEBCHECK.DLL
"Enables a client program to control the subscription manager for Internet Explorer."
By subscription manager they mean the "channels" which Internet Explorer sets up on your desktop and in your favorites when IE is first installed. WEBCHECK.DLL manages these.
Renaming tha file may help your cause.
You know, one has to admitt, with all the hardware and
software variations everyone has, it always amazes me
that M$ programs work as well as they do.
I may have the same setup as you and run smooth
while another crash and burn.

I'm waiting on the webcheck.dll copies and versions info from Billy - will see what he's got there...
ver 5.50.4807.2300 is one of them I have and matches the IE version number also. C:\windows\system

UHUH!
In other words, Train, since the webcheck.dll version in c:\windows\system should be matching the IE version installed, then Billy's problem may be as I suspected - here's what he has:
- He's running IE6
- webcheck.dll
Location C:\windows\system
Size: 348 kb
Version: 4.72.3110.0
- webcheck.dll
Location: C:\windows\vcm
Size: 252kb
Version: 6.00.2800.1106
Now I don't know anything about the VCM directory, but nevertheless, I'd use SFC to replace the version 4 webcheck in c:\windows\system with the correct one sitting in the windows\vcm directory - howz that sound?

The vcm directory belongs to the version conflict manager ( atool most don't use but which can be found in the tools menu of msinfo32)

hoping you enjoyed the holiday season and all is well....
I gave instructions for replacing the webcheck.dll version in windows\system with the Ver6 one in C:\windows\vcm...
something must have messed up through the process...
Now he has 3 copies but all are version 4...
I guess it might have been easier to have used the vcmanager for the replace...oh well...
Billy's reporting signs of spyware so have him running spybot and housecall...
then if he's into it, we'll dload 5.5 sp2, uninstall 6, and install 5.5 sp2.
