wrong shortcut on clicking start

When I want to right click on Start and then on Open in order to open the start menu, I get a shortcut that opens my temp folder instead. How can I restore the normal shortcut? Thank you.

I believe you can fix this problem with TweakUI (http://hotfiles.zdnet.com/cgi-bin/texis/swlib/hotfiles/info.html?fcode=000LV3&b=help) ...I'd look into that first.
I know the other way is through the registry...hopefully someone else will read this and know that solution...
