When was the first computer made, and by whom.. And I dont mean the first PC...

Depends on what you mean by computer. 
Somewhere around 500 B.C. the bead-and-wire abacus, used for adding and subtracting large numbers, was invented in Egypt.
In 1896 Herman Hollerith started the Tabulating Machine Co., essentially the world's first computer company.

I would guess the first "programable" computer was Colossus, which was developed around 1943 by the British governmnet to decypher the German Enigma codes.

Konrad Zuse was born on June 22, 1910 in Berlin. He is known as the creator of the first functioning, freely programable, and fully automatic computer. Konrad Zuse studied construction engineering in Berlin. Tired of repeating calculating proceedures he built the first mechanical computer, the Z1. Then he developed from waste material, together with a few friends, in his living room of his parents, the worlds first electronic, programable calculator, the Z3. Another extrodinary acheivement is the creation of the first algorithmic programmming language "Plankalkul" in 1945. Unfortunately the German government considered his projects unimportant during the war efforts. Therefore he was never able to improve his work. He died on December 18, 1995.
