    Dear Bluenose,
I just tried to install Publisher 2000 and got the same message you did, ie. Publisher cannot load the required file ptxt9.dll. You may be out of memory or the file may be corrupt.
Did you ever figure out what was wrong?
    Thanks!

Method 1: Delete the Ptxt9.dll and Reinstall
To delete the Ptxt9.dll and reinstall it, follow these steps:

Browse to the Microsoft Office folder, by default, this folder is located at:

    c:\Program Files\Microsoft Office\Office
Select the file Ptxt9.dll, and from the File menu, click Delete. If you are asked to confirm the deletion, click Yes.

    Close Windows Explorer.

On the Start menu, point to Settings, and click Control Panel.

    Double-click the Add/Remove Programs icon.

Select Microsoft Office Disc 2 from the list, and click Add/Remove.

    Click Repair Office.

    c:\Program Files\Microsoft Office\Office\Ptxt9.dll
Click Open to place the path to the file in the Run dialog box.

Use the LEFT ARROW key to move the pointer to the beginning of the command line, and type the following in front of the path to the file.

The complete command should read as follows.

NOTE: The quotation marks are required in this example, so include them.
