no desktop for login

I have a problem with an account not getting all the icons on the desktop. There are about 30 users sharing the same batch file for login. 29 work and get the icons and shortcuts but one just comes up witht he basic windows screen with about 6 icons. I tried to make him a new accouy by copying one that works but still he couldn't get a proper desktop. any ideas as to what I am missing? this happens on every desktop?

Check the c:\ShellIconCache file and delete if needed.

thanks will give it a shot although I forgot to mention the workstations were Win98. Is this folder on Win98 when used with NT server?
