Winsock proxy question

Could someone explain me wat the purpose is of the winsock-proxy client(in the control panel of win98)?
At the office wen i disable the "use proxy server" option in my IE i can still get on the internet.

The winsock proxy (WSP) client is necessary to run winsock applications (mail, newsreaders, ICQ, etc.) Assuming all Internet access is via the Proxy Server (i.e. no NAT devices).

Even without the WSP client, a machine can still use the web proxy by setting the browser to use the web proxy.

Caching is only possible though the web proxy (where caching is enabled on the server).

Possible scenarios:

1. Neither web proxy is configured in the browser nor WSP client is installed. You cannot browse or use any winsock applications.

2. Web proxy is configured in the browser and WSP client is not installed. You can browse the web, you will use cache, but cannot use winsock applications.

3. Web proxy is not configured in the browser and WSP client is installed. You can browse the web, you will not use cache, you will be able to use winsock applications.

4. Both web proxy is configured in the browser and WSP client is installed. You can browse the web, you will use cache, you will be able to use winsock applications.
