Have you tried the policy editor?

A hardware solution for about ~$4 per computer. Put a physical lock on it. Managing the keys might present a problem unless you can have them all keyed the same.
I haven't used policy editor for this, but know you can do it that way too.
AsusA7N8X, AthlonXP2200
gForce4600+ti & Audigy Platnium, FPS SOUND. AKA- The ultimate gaming machine (well it WAS three years ago anyway).

Devicelock is a great utility that we use (not for a: drive, but I believe that you can).
Try http://www.protect-me.com

The best way to do it is in the bios & apply a password for further changes to the bios. Policies can always be circumvented in my experience. In a school, library, etc this is a must. Of course, this implies you visit all 200 machines. You might also consider pulling out or unplugging CD-ROMs. In my experience, they are a far greater problem than a floppy.
There might be some utlities around somewhere that you can set up so they autorun - sorry don't know of any.
