windows shutting down screen freezes every time , havng to shut off power to reboot.

any help will be greatly appreciated. When i click on start, shutdown, or restart, my pc goes to the screen that says "windows is shutting down" then my pc never shuts down or reboots..... it just frezes on that screen( ctrl alt del wont work then either.) I have to hold down the power button to get it to shut off , then when i turn it on, it of course has to do the scan disk thing and says my pc was shut down improperly.
any suggestions? im 99.9999% sure i dont have any viruses. have most recent version of macafee agent. and have doen many virus scan online @macafee.com.
    thanks

I can only tell you what works for me. Even after downloading all the MS patches, my pc (W98SE) still froze on the "Windows is Shutting Down Screen." Zone Alarm and/or McAfee VS seem to be the culprits, so now I manually shut both down from systray (double checking with CTL+ALT+DELETE as sometimes it takes more than one try). It's a pain, but since I've taken to closing these progs manually I've had no problems shutting down.

Sometimes if you go to the properties page of Mcafee System Scan and uncheck Scan Floppies on Shutdown it will help (although I'm not familiar with Mcafee Agent).
