The first test I would try is to use a different browser, preferably one not based on Chrome. Firefox has a portable version that does not require installation that you can set up. When your Internet connection with Chrome encounters an issue, try using Firefox portable to see if that browser still works. That will help us know whether it is a networking issue or a Chrome issue.
You can also try to ping the Google DNS Servers or a different web site to see if you get a response.
Report back the results for analysis.
