That looks like Windows is attempting to locate and install drivers, and, as often happens, failing.
Did you install the Motherboard drivers from ASUS? Those are the drivers you need.

Yes, I tried, that was when I was getting that error.
The system took all the driver but these. And wouldn't let me install.

What version of Windows are you installing, Windows 10 or Windows 11?
Note that you should probably install the Chipset driver first, then the other drivers.

Check the BIOS settings to make sure that the Ethernet controller is enabled and set to never turn off. Also, check the Windows power settings to make sure that the Ethernet Controller is also set to never turn off to save power.
More drivers to try:

You know I've tried all of these with nothing working. I'm going to try a slipstreamed windows dvd with everything added to it see how it goes.
If this doesn't work I can always go back with a Acronis backup that I have on another drive.

The slipstreamed windows DVD did fix the problem. I did a install with keeping files & personal info.
After the install I did have 1 problem with my download folder loading real slow. I looked for fix's for the slow loading.
Nothing worked until I deleted everything that was in the folder before the install.
