I tried downloading the I/E 8 file on another computer to a flash drive then running it on this computer and it did the same thing. Sorry I don't understand about the IME as I know you are trying to help.

According to the old thread, this is on a clean install of XP? Is this an English version of XP? If so, did you install any foreign language support? IME = Input Method Editor. That is used for foreign languages like Chinese.
Check Control Panel - Regional and Language options - Languages - Details
See if there is anything other than English there.

This was a clean install of an English version to a new hard drive. The install only did service pack 1 and I had to download all the upgrades to get it to service pack 3. I don't know if that makes a difference. I only have English on the IME. Thanks for the instructions!!!

So you didn't install anything except for drivers and windows updates?

I installed the drivers and updates to get current with service pack 3. I then installed the programs I was going to use on the computer. I then tried to go from I/E 7 to I/E 8 and that is when it wouldn't install and I got the message about needing a file.

Maybe one of those apps is messing you up. What did you install? Why didn't you upgrade to IE8 right away?

Since I haven't loaded XP for a long time I forgot that I/E 7 was what was loaded. I normally use Opera so I will just use I/E7 when I need it. I have three music programs on the computer with upgrades which take awhile to get right. I really don't want to start over.
