    Red Shutdown button in lower right

    Why do I get a small red button in the lower right corner on the windows 7 Welcome screen where I log in? The choices are shutdown, restart, hibernate. Does this always appear with Windows 7 ? Or, only in certain situations?

    Also is it normal to see an ease of access icon on this screen also? (Lower Left)
    Any way to disable this from appearing?
