OK I've finished reapplying the artic silver to the CPU heatsink

Did you verify the contact after applying the arctic silver? I would check that the heatsink is making full contact with the processor first.

I usually spread an even coat on the cpu and then put the heatsink down on it. Pull off the heatsink and look for gaps or unevenness. If the heatsink isn't absolutely flush with the cpu, that's the problem. I know it's a laptop, but I've seen where heatpipes get bent and slightly pull the heatsink off once everything is installed.

I'm totally sure the heatsink is firmly and flat on the CPU it's fastened by 4 screws the sequence of fastening is 1-4-3-2.

I'm not seeing anything in HWMonitor referring to CPU Vcore. This is what mine looke like:

Can you see anything there referring to "Vcore" at all?

No nothing like that,
but I've everest reporting core voltage as v.0.99 it does not elaborate more than that, other than the temp is about the same as what HW Monitor is saying.

I also have a sony vaio vgn-fs640p that have the same exact processor and the voltage is 0.99 as reported my everest.

HWMonitor it doesn't do what you said it does at all.
All that utility does is monitor the temperature of the processor,hdd and battery voltage, that's all.
it does not inform you of the core voltage. I've installed it in couple other laptops and it's the same in all of them!

Your laptop does not have a sensor that HWMonitor can read then It certainly does monitor voltages when it can, which is how I managed to post mine above.

Still if you reckon you are getting 0.99v, that seems reasonable. Which is starting to make me think that the problem may be a faulty temperature sensor here. Apart from the fans running at full speed is the behaviour of the laptop otherwise normal?

The laptop isn't running normal at all,
it take forever to install a application for instance MS word took about 40 min !
I don't get blue screen tho.

Software can't fix worn out|broken hardware.

The worn out|broken hardware must be repaired|replaced.

It sounds like the CPU is throttling itself right back then. In which case it definitely is overheating, rather than a false reading from a sensor

THB, I'm at a bit of a loss as to what more you can try, other than having yet another go at reseating the HSF.

I've repaired hundreds of laptops this one baffle me a bit, after extensive searching online and your input,
I'm convinced now that the CPU chip is most likely defective, in other posts few years back others head the same exact issue on this laptop model. Dell replaced the CPU and heatsink and that fixed the problem.
Taken that this Rig is a bit old I'm left with two choices give up or e-bay!

Try pressing the Fn/z which controls the fan speed - I just discovered this on another forum and it fixed my inspiron 9300 where teh fans would run at full speed as soon as I booted it.

Thank you! the fix worked to my amazement the fun totally stopped running, but will it resume cooling the laptop normally when the CPU get a bit hot. I didn't run the rig for a long time to test it fully, (cause I couldn't find the power adapter and the battery was getting too low) I'll run the Rig with the adapter and let you know.

I've found the power adapter and run the laptop, playing a avi movie comverted vob files to avi and run run other stuff, the fun kicked in at low speed just humming, the Rig remained cool, in other words your fix worked it is just fantastic,
