2GB X 2 GB RAM - win 7 32 bit or 64 bit ?
If I am using 2 X 2 GB of memory with onboard video, would 64 bit win 7 lead to better performance ? Also with dedicated video card ?

If you want to utilize the full amount properly, then 64-bit. Performance would depend on the app itself.

I've yet to find a situation where 64-bit gives worse performance than 32-bit, though I dare say there may be the odd rare situation. For everyday use, 64-bit is a no-brainer IMO.
As for the graphics card, you'll definitely notice better performance if gaming, but for bashing out a letter or browsing the web, etc., the onboard is fine.

I recently put 4 gigs of memory in windows 7 32 bit ultimate. It recognizes 4 gigs but only utilizes 3.

The "32-bit" is the problem. Switch to "64-bit" and that problem disappears.

Even with a 64 bit version of Windows, you'll only have little more than 3GB of usable memory because certain hardware functions are mapped to the area just below 4GB boundary. To take advantage of a 64 bit OS more than 4GB is necessary. It is on my notebook so that my apps are all a 64 bit version. It makes them easier to manage.
