OK, found what I was looking for. It's called "Windows Live Photo Gallery" and is included with Windows Live essentials and is a free download. You need to set up a windows live account with an ID and password after that just download the essentials package. I checked out MS Paint, it's been redesigned and upgraded and looks very nice.
