Not sure about the program you're referring to but when I'm travelling and have limited or slow internet access I use toggle images.exe.. one of microsofts browser web accessories available here..

It turns graphics on and off with a click so loading just the text of a page is much quicker. Then you can, if you need to, just right click an image and select "show picture".
If you put toggle.exe in the favorites/links folder then it will appear in the links toolbar at the top of the browser. It definately works with ie6 and apparently works with ie7 as well.
