Login Log?
Is there a log of logins and attempted or failed logins in vista.
Or is there software to do this?

Not sure, but I believe failed logins are recorded in the Event Viewer log. I do not think it records straight logins. I never had the situation where I needed to look that up.

It can be recorded through auditing. By default, successful logins are recorded in the Security log. Note that logins by things like services are also recorded.
In the business editions of Vista, you can customise the auditing settings (e.g. run secpol.msc, browse to Local Policy | Audit Policy and change the setting for Audit account logon events). I don't know if or how that can be done in the home editions.

It can be done in Ultimate.
In properties for Audit account logon events. Both failed and successful can be selected.
