    investigate - To observe|study by close|systematic examination

    recover - To save from loss and restore to usefulness. To gain by legal process.

    exactly, and it really is just that simple. This by no means guarantees that everybody who does recovery will be scrupulous about it, but the law should embrace the ideal, and then punish the deviation. This law is wrong. Inarguably incorrect.
