I'd recommend springing for a good-branded (Thermaltake, Tagan, Xion, etc.) PSU of 450W or more and see if that cures things. If so, great; if it doesn't, you can at least use the PSU in a newer system.
In the chance that it IS an OS problem, insert the XP CD, reboot and go to the Repair Console; perform the following two commands and see if it corrects things:
•fixboot
•fixmbr
