I don't follow all the ins and outs of TI (I use something else) but I feel it's safe to assume you are better off with the latest version. Development of Version 10 is ended and whatever issues may have existed for it will remain... permanently. My rule of thumb is to never start out with an older version of anything unless you have very specific , knowledgeable reasons for doing so. (An example, I run older versions of free Zone Alarm. The later versions provided nothing I wanted and were bloated beyond belief.)
