I've been dual booting XP and Vista for about a week now, and haven't gotten down to using Vista other than on a few occasions. I cannot say whether I like or dislike it.
But some of you are overlooking some of the biggest differences that we got from Windows 98 to XP, one being stability. Other huge differences that we got were Task Manager, System Restore, Firewall and a vastly improved GUI to mention a few.
Again, I don't know enough about Vista to give my opinion on whether it is worth it or not, but I certainly hope that it will bring as much to the table as XP brought.

I have dealt with 2 new PCs that came with Vista pre installed and both had strange issues while using them, like all of the sudden explorer didn't respond and had to be restarted. sure it restarted and it was working but come on, it should not just stop responding like that I mean Windows XP doesn't really do that hardly ever.

Vista Shmista! ;-) Me thinks it'll be fine and dandy... may need a little seasoning but will be quite a dandy...
Ultimately it's the game of forced upgrade ... must sell more equipment and software and MS is all giddy about providing that incentive.
The jump from win98 to WinXP was a huge leap, 10 fold easily... XP was such a stability increase, among other things, for the user it's ridiculous!!!
From WinXP to Vista .... well, the jury is still out on that. But I don't think it'll be quite the "leap" ... possibly in the security area it will be a leap. Although that's to be determined too I would think....
And as it's been said ... Resistance is Futile! ... then again, maybe that's part of the problem. Ya think?

By what standard are you measuring this? If I'm interpreting your meaning correctly, then this would seem to indicate otherwise. If I am mistaken in my understanding, I apologize.

What's OneCare Live got to do with Vista? It's an entirely separate product, and by all accounts is indeed a very poor AV solution at the moment.
Vista has been completely re-written from the ground up with security expressly in mind. No doubt there will still be some exploits, as a totally 100% secure OS is probably an impossibility. But compared to previous versions of Windows, Vista should be vastly less vulnerable to malware.
