2003 Server cannot view Workgroup

Hallo

I'm in my new office right now where I'm(temporarily)using a machine with 2003 Server Standard Edition SP1 installed.We intend to experiment with it and use it as an FTP server in the future.It's a member of a workgroup with 3 other pc's.The problem is, that even though the others communicate with each other, this one doesn't.
net view(from DOS)shows only itself.
I'm not experienced in 2003 Server.Is there anything simple I'm missing?
I need to mention, that I didn't setup Windows myself, i just found it here...

Are all of the PC's using the same IP address range? Can you ping any of the other PC's?

WHat happens on the 2003 Server PC when you open My Network Places and click on Entire Network, Microsoft Windows Network? Does the workgroup show up?

Since you're not using a DNS server, make sure the Bowser Service is running on the servers and the clients.

I can ping all of the workstations(and vice-versa)and all of them have static public IP's.
In My Network Places I can see the workgroup, but inside the workgroup there's only the 2003.Yes, it's the same workgroup that the others belong to.
Didn't mention, the others are all XP's.
I think they are using a DNS server, at least we have to declare one in the TCP/IP settings window.

What happens if you enter the IP address of one of the XP PC's into an Internet Explorer window on the 2003 PC?

Things have changed by the way, now the other XP cannot see anything!!!Or be seen by anything.
(Internet works perfect somehow...)
It cannot even access the workgroup.Anyway that's another thing.

Are you running a firewall on the XP machines (Windows Firewall)? If so, you may need to allow File and Print Sharing.

Nope, no firewall is on.
Question 1)How could I allow File and Print Sharing through Windows Firewall?
Question 2)Even if this option is off, shouldn't I see the other members of the workgroup?Even without beeing able to browse them.

Remote Desktop works fine by the way...

If you use the search for computer "name of the other PC" do they appear ?

If you can ping a PC's IP address successfully, but cannot access the IP with IE, then something is blocking that.

Status Update:
Searched for the <computer name> of the XP from the 2003...nothing.
Searched for everything, it returns the 2003.
Entered the 2003's IP in the XP's browser, "Connection refused when trying to access <IP>".
The 2003 has absolutely NO security features installed for the time being.
Grrrr...Nothing makes sense.
Is it possible that it has something to do with the accounts that are being logged in at the given time?
I'm logged in as Administrator in 2003, and as a user with Administrave permissions in the XP.

"Connection refused" means something on the Server 2003 PC is not allowing access.
