Trying to set PC not to start automatically...

We are having elactricity cuts very often. I am worried about my PC so I have tried to set it up then it does not start automaticaly after power is back on.
System properties/advanced/startup and recovery settings/automaticaly restart (UNCHECKED).
Problem is, it is still starting automaticaly. Am I doing something wrong please?
    Thank you.

You have to change the setting in the BIOS, not Windows. Press [Delete] key at post screen to enter BIOS setup. Every BIOS is different but look for a menu item, usually under Power Management or similar, and disable the "Power on automatically when power restored." Somewhere in the BIOS there should be a menu item like this and you can disable it. Exit the BIOS and save changes according to listed F key for your BIOS and boot. Should fix you up.

You need to invest in an Uninterruptible Power Supply, or you are going to wreck that hard drive eventually. They aren't all that expensive. I like these ones:

Thank you so much for your advice jseidel.

SuperSparks, you are absolutely correct. In fact only two days ago I put a brand new harddrive in. Previous one totally got destroyed. Where I live is an old seaside village, beautiful but everything ancient including the electricity supply lines. Local municipal just started to a major project to bury all electricity cables under ground. I will make some inquiries regarding your suggestion.

So I hope this Bios settings is not too complicated for a half novice like me.

    Have a nice evening.

If you can't find your way around in the BIOS menu post back and let us know. The setting should be there somewhere if the unit is automatically powering ON.
