Windows installer will not install.

Trying to install it and it just sits there saying inspecting system. Is there some way to install it other then reinstalling windows?

This is an emachine, I did non destructive recovery and now when I try to install it right away it says

KB89380v2 Setup Error

Setup could not verify the integrity of the fuile update.inf. Make sure the cryptographic service is running on this computer.

I tried some suggestions in this article http://support.microsoft.com/kb/822798 and now I'm back to where it just says checking system and doesn't progress any further.
