Network Filtering?
I'm trying to find a solution that is either very inexpensive or free that provides network filtering and time management similar to what SurfControl or AdultFilter provide. Does anybody know where to find such software?

Is this the kind that can be instaled anywhere on the network?

I've never actually used it on a network, but on the site it says:
CyberPatrol lets you monitor the surfing habits of employees and take control by managing your Internet access according to your Internet acceptable use policy.
CyberPatrol is designed for Windows-based standalone PCs, can be used on small networks of up to 50 PCs, and CyberPatrol 7.6 delivers powerful Remote Management capabilities making it even easier for administrators to manage multiple installations in a business setting. Download a copy of our new Remote Management Guide now.
CyberPatrol is:
* Great for standalone PCs and small networks of up to 50 PCs
* Easy to install and set-up
* Virtually "hands-free" administration
* Affordably compared to server-based filtering solutions

Really what I was looking for was something that would filter out content when placed anywhere on an ethernet network, not just on a gateway or bridge...

In order to do what you're asking here, you're going to need to either place it at a gateway or route all of the content to the application/device in question which is basically a proxy at that point.
