scroll lock wont stop blinking

i cleaned the keyboard and mouse but the light over the scroll lock keeps flashing. the cursor becomes erratic that its hard to place the cursor to type or highlight a sentence. i cant toggle it on or off.

when i reboot my computer the scroll light doesnt blink at all and i can switch it off and on. its only after awhile it starts going crazy.

what do i do? is there a fix for this problem?

See if the problem happens in Safe mode.
If it does not, then do a clean boot to find the cause:

If the problem happens in Safe mode, then remove the KB from Device Manager, restart, and let Windows reload the KB's drivers.
If no luck, then try a different KB. If that does not work and they're both serial KB's, then try a USB KB.

Keyboards are a cheap item. Try another and see if the problem goes away.
If so, then replace the keyboard
