Which is best software to convert or make a vcd from pictures(may be jpg or others)?

I found some softwares but none worked as i aspected ,so any suggestion....


2)Is there any software which can convert *.wmv to mpeg or dat files ?

may be better,if it is freeware....if not a trial version will be also ok.....
