I'm looking for an application that is able to throttle bandwidth between applications on a windows 2k/xp box.

e.g. FlashGet, GetRight both have throttles so you can specify a MAXIMUM bandwidth for that application, but there are many other applications I use that don't have the option.

Is there a windows application capable of sharing/splitting/restricting other application to a desired speed.
