There is an easier way than that, if a SATA drive is not detected when plugged in, just go to Computer Management>Disk Management, and in the Action menu, choose "Rescan disks".
I think a lot of the time it is just people being impatient though, it can sometimes take up to a minute before the drive appears in Explorer, I find.
