Ghost 2003 XP image restore fails to boot

I am trying to use Ghost 2003 to move my XP Pro OS partition from an old hard drive to a new, larger drive. I made an image of the original partition, then restored the image onto the new partition on the new drive. When I swap the new drive in and try to boot, it almost makes it before the system hangs. It gets to the welcome screen, then the screen goes blank (not dark, but a uniform gray color.) When I put the old drive back the system works normally again. I tried making a new image in case the first one was corrupted, but the result were the same. What could I be doing wrong?

Oh, I should add that my OS partition is not the boot partition. It is not even on the same hard drive. My boot partition is HD0, partition1, and my OS is HD1, partition 2. The imaged copy is also on HD1, partition 2.
