Those are not all that bad for temps. Right now my 3700 San Diego is running at 32c/ 89f and the system temp is 30c/86f. You might want to give the fans a good cleaning or consider new ones if they are getting bad. The cpu fan seems way slow to me. If your case can handle 120mm fans I would opt for them as they move a fair amount of air at a lower rpm, making less noise. One on the front drawing air in and one on the back pushing it out. I have seven 80mm case fans two of those are Thermaltake Smart case II but they are a bit noisy. I run them at full tilt while gamming and turn them down when not working the system. My other system has an Antec case with two 120mm case fans and its so much quieter. I don't know what your system specs are but 500watts might be over kill. A good 350 Watt to 550 watt is all most systems need. If its a good psu with stable rails (voltage&amps) 350 is good in most case's. Antec, Fortron, Thermaltake, Enermax and a few others are good brands to look at. I am running Antec (550w in this 350w other) in both my home systems and have built many with Thermaltake.
