    Can't install Google Toobar

    I wanted to install the Google Toolbar for Internet Explorer. When I tried, it said my security settings prohibited it. I added Google to my Trusted Sites Zone and tried again, same result. I changed my security settings for Internet Zone to their lowest and tried, still not allowed to. What's going on?
