Your Linux download and installation will include a partitioning tool and a boot loader (LILO or GRUB). You shouldn't need a third party application.
If the Red-Hat partitioning wizards are over your head, chances are any other partitioning tool will be also.
If you do insist on using an O/S independant tool, I thoroughly recommend XOSL which includes Ranish Partition Manager.
Plus it's completely free.

If you want a simple partitioning tool then PowerQuest Partition Magic 8 has to be the easiest to use:

Windows XP comes with the NT bootloader, which, truthfully, is just about the best of the bunch for multi-boots with compatible operating systems.
Take a look at How do I dual boot Windows 2000 and Linux from NTLoader?
XP and Win2000 are both NT5; the instructions for 2000 should easily transfer over to use on XP as well.
