Creating a local user on NT Server
I can't find a way to create a local user or even administer existing local users on NT server 4.0
We are running a domain, although this server is not the domain controller. Like other Windows OS's I want to be able to create a guest account or, if it exists already, to enable it and set the password. I can do this on all other Windows OS's but I can't find a way to do this on NTServer.
Users in workgroups instead of the domain need to be able to connect as guest.

disregard.. it was a doh!
wasn't logged on locally so couldn't administer locally
