You should be able to boot from a Windows Me (or 98) boot disk, change into the C:\WINDOWS directory, load SMARTDRV (for faster disk access) then do your registry export/import.

(Don't have Windows Me handy or I'd try it. )

    Type:
    • c:\windows\smartdrv
    (and press [Enter]).

I don't use ME. But if it is like 98, you can set the properties for the DOS window, under Advanced, for "Prevent MS-DOS based programs from detecting Windows". You might be able to do this in a DOS window then. Of course the registry will be in use at that point.
