SVCD is higher quality, but you can only fit half as much video (time-wise) on a CD (1/2 hour vs. 1 hour, roughly)

    That's about it

    video CD
A compact disc format that enables medium-quality (similar to VHS) video recording and playback and high-quality (same as Audio CD) audio recording and playback. Video CDs hold up to 75 minutes of video.

    Super Video CD
An enhanced version of a video CD developed under encouragement from the Chinese government, an SVCD can store up to about 60 minutes of good-quality video, plus two stereo channels and subtitles. An SVCD can have video compressed through MPEG-2 at a bitrate of up to 2.6Kbps and audio compressed up to 384Kbps.
