If you are using Windows 95 or 98, just go to Start, then Shut Down, then select "Restart in MS-DOS mode".
Alternatively, you could select "Restart", and when the message "Starting Windows 9x.." (where x either 5 or 8), hit the F8 key. Then, from the menu presented to you, select either Command Prompt Only, or Safe Mode Command Prompt Only. Either one will leave you in a pretty DOS-like environment (although when you type VER and hit enter it will tell you you're still in Windows 95 (or 98), which must be the Microsoft way of hiding the underlying 16-bittedness of Win9x.)
